Bobby Abreu comes to mind, if you want to count Mike Cameron as a RF I'd take him over Jeff in a second, Jose Guillen also has one of the best arms in baseball. That is just off the top of my head.
Cameron is a CF out of position. Guillen, Abreu..yes...yes, indeed. Francouer is definitely top 5 though, with Vlad, Ichiro, Guillen, and Abreu, CF-wise.

I'd have to think more to put him in the top 5, but ok, like I said, he has an above average arm, but I'm not putting him in the same class as Ich, Vlad, and Guillen, but he is probably just below Abreu.
Alex Rios has one of the best RF arms.
Jeff Francoeur is nasty, people.
Next Dale Murphy.
All you have to do is watch him throw out runners to see Francoeur has an elite arm. Proof is in the highlights.. [shrug]
The best throw I saw him make was on a play in which a Padre runner was advancing to third and was clearly going to make it no matter who was throwing in right. Then JF comes up firing and almost getting the runner. The fact that he even tried, and came that close, was rather beautiful.

Howard makes a great case. Filling Thome's shoes is a lot tougher than filling Mondesi's.
