New Sig and Avatar Request

I got an idea to do animation on the sig.

Element has thrown the file size rule out the window it seems. Heh.

Obviously with effort being put in to making something new, I got no problem with Porter using it. I am just saying for the future as the only reason we have limits on stuff like that is to keep the site accessible to the slow connection folks as well.
