All trades must be in by this point in time. If you would like to have a chance to rework your deal should it be vetoed (and honestly, it takes a pretty lopsided deal for that to happen lately, so you should be safe either way), try to make sure both teams send the trade in and give some leeway to the deadline. That way if it needs to be reworked there will be some time.

The sim will be 10:30 PM on Thursday as well. 15 games. All trades should be processed by then, and if they're not, then I'll deal with that when we get there!
