..and this is coming from someone who likes using the rule 5 draft and all that comes with it. I'd be for it, if it was planned well before we completed the draft and everything. I'm just not for adding on things as we go along.

I vote no, I'm against anything that can complicate the simming process. I just wanna trade, sign free agents, submit lineups, and draft. No minor league free agents, thats yucky and too much hastle.

From simming many a season against the AI, it's been my experience that the Rule 5 draft just doesn't do a heck of a lot (nor does it in real life, anyway). When a major prospect does end up on that list, it's usually a mistake, not a case where there's too much talent in a system. With thirty human GMs, it shouldn't be a problem; it's when you have only ten active ones and twenty that don't do anything where you might see a Rule 5 draft make any sort of a difference.
As for six-year FAs, my experience has been that if the player's good enough to play at the big-league level, he'll demand a major-league contract or he'll walk. Otherwise, they have to be put on the 40-man roster or they'll join the free agent pool.
My point was that you need some sort of mechanism to keep talent diffused a little, and a salary cap can be easily circumvented by keeping big-league quality players in the minor leagues. (Obviously, this takes a few seasons to do, because when a league like this one starts the vast majority of major-league quality players already have major-league contracts.) I'm not sure how not using the 40-man roster will affect what six-year free agents choose to do, but the policy can always be changed to fix any bizarreness that happens down the line.
Well...the vote is even now, and we need an overwhelming majority to make a change like this. At this point...we're going to remain status quo.
