This league has never had that rule.
I might address it in the TC in the offseason to gague the value of such a rule since I know other leagues have it, but it wouldn't be fair to change it only after a couple GMs submit a trade that would otherwise violate such a rule.

Doesn't really effect much anyways, most of us have crazy amounts of cash. Bigger value in that he got rid of a bad contract.
