What's the meaning behind the two subsets of free agents? This is the first time I've paid attention to this, hoping my free agents would've qualified.

The second set are FAs that don't qualify for comp either because they weren't on the team for more than a season or the GM in question did not make an honest attempt to extend him, both of which are criteria to get comp. but i still list them because they're still comp level free agents so you forfeit yours of equal value of you sign one (and had a comp eligible fa of course).

I'm going to evaluate this a little closer in the next couple of days to see if I overlooked anyone. I put this together in a hurry.
