IMHO, the best signings go to Boston for finding Eddie Mathews at 1.8M per year and the White Sox for acquiring Al Simmons at 3M per year. Great value signings. Such a shame Jamie Sitz couldn't let bygones be bygones and come back to Baltimore to retire....
