Is there a (number of years) 'tanking' limit??? WTF? How can a team (Arizona) without a GM for over 5++ years, no free agents, a couple of decent players, no scrap pickups, etc outplay a team year after year? Even teams with a GM that rarely shows up do much better than that. Tanking a couple is years is bad enough... but trying to lose year after year is an entirely different thing. There at least should be some sort of 3-5 year tanking penalty or something. Dang.

I agree with him in the sense that... by now Arizona should be #1 overall every season or close to it. But they haven't been. Not even close, really. The league is at a point where so few teams are actually trying to do anything. Less competition for FA signings and less trading.
Not that I am a big fan of a ton of rules, but at some point, it would be nice to get teams going again. I remember you even suggested you would force the NYY to quit rebuilding and go for it at one point, a season or two ago, but it may have been said in jest. Perhaps something along the lines of... if you have a top 3 pick twice within a 3 year span, that FA period you are required to at least OFFER the 2 contracts between 10-15 mill and the 1 contract 15-20 mill. There would be no guarantee they even get a player out of it, but it at least means there was an attempt. Hell, even if they signed all 3, they probably got at least one solid 1st rounder prior to the top 3 picks, and will at least get another 1 or 2 top 10 picks even after signing those guys.
It doesn't stop them from rebuilding, but it does limit the success of repeated tanking. So it would encourage teams to come out of a rebuild faster. Even if deciding to still rebuild, they may trade some of those guys away, still promoting trade.

Arizona isn't the worst team in the league because I still let them draft at their position and fill in their roster. I don't just let open teams wither.
Them not perpetually having the #1 pick isn't much of an indication of anything because of that.

I'm not going to tell GMs whether or not to rebuild though. I'm not a fan of running other GMs teams and telling them what direction to go.
What I said in regards to the Yankees was that I was going to force their hand at promoting MLB ready prospects, but he did so a sim later anyway, and then traded them.
I'll step in if you just leave your MLB talent in the minors but I'm not going too tell you when to go for it and when to rebuild, or I may as well just play the game on my own.

Anyway, I'm still curious who exactly Fred was referring to. It didn't seem like a general complaint but more specific about a team he didn't say.

I had them for a few weeks. I picked up some scrap free agents, changed the lineup, and brought up a couple guys. Did them a little good.
Rebuilding is all good... trying to lose is not. If it is not plain to everyone then maybe I am mistaken.
In my opinion you can get at least a little better with just a tiny bit of effort. You might not get the top picks but then again you shouldn't need them year after year.

to be fair, he was very active in giving away top 5 picks for mediocre 33 year old vets.
that team is in much better shape with the computer in charge.

Good god my team is depleted. I have 5 pitchers on my roster. Hopefully I can snag a few players in FA round 1.

Problem is I still need a starting 2B/3B & OF/DH. Probably two more relief pitchers as well.
