Pick off moves

I have a question....

How is it legal to fake a pick off move to 2nd or 3rd but not to 1st? I pitched in high school and it was the same rule, but no one could give me an answer. The reason I ask now is because I'm watching the Rox game and Francis just faked a move to 2nd, so it just popped into my head.

Any insight?

If you have runners on the corners, you can fake to third then fake to first.

You can also step off and turn towards first....you just can straight up fake towards first.

Should have clarified fake in the question: i consider a fake is when you bring arm into throwing motion but stop before releasing the ball.

Some rules never make any sense, this is very similar to the face mask penalty in the NFL, offense and defensive players cant grab eachothers face masks, defensive players get a penalty for TOUCHING the offensive players helmet, but WR and RB can TOUCH(stiff arm to the face mask) the opponents helmet without a penalty.
