ESPN posted an earlier report that had Astros including their first Rule 5 pick in the deal, which I'm assuming is how they will come up with the PTBN. I had no idea teams can trade those picks beforehand.

You can't trade a pick, but you can trade a PTBNL and handshake on who the guy will be.

However, this can't work for the amateur draft, since Rule IV draftees can't be traded for one season after being drafted.
