I have never gotten the impression that "locking deals down" has so much to do with one player being offered a deal before another by the team but rather which players AGREE to thier particular offer first. It has been reported that both players have been in talks for multi year contracts. Bruce (and his agent of course) was probably satisfied with his and Votto is still thinking, negotiating or whatever.
