Because they have a guy that is highly praised(from what I've read) and has been working under Epstein during those two World Series winning teams, who won't cost nearly as much money as Epstein gets. He would most likely take over should he leave now or after his contract is up next season.
Either way, nobody outside the Red Sox and Cubs know if they were granted permission, or if the Red Sox are indeed asking for compensation.

Perhaps if the big targets like Epstein and Friedman are unobtainable, perhaps they could steal their division rival's, Milwaukee, general manager

I do enjoy watching fans express their desire for Epstein to be their GM and at the same time insult his résumé as GM by arguing that it would be stupid to give up a legitimate prospect to get him.

sounds kinda like people, charger fans or not, arguing that AJ Smith sucks as a GM and then saying Norv Turner sucks as a head coach on the grounds that anybody can win as many regular season games as he has and win the division as much as he has with the talent he has.

I don't see how it's insulting to say it's stupid to give up a legitimate prospect for him. While what he has done the past eight years is impressive, he's not worth compromising the club's long-term future by trading what are expected to be impact players for the Cubs soon for a General Manager, while there is other top tier options that could possibly be had without such compensation. Examples would be Andrew Friedman or Brian Cashman (whether or not those two are on Ricketts' list, or if either would be interested).
I read a rumor earlier that writers from the Tribune believe that the Cubs will land Theo, and compensation would be something like Lackey or Dice-K for Zambrano, or catching and bullpen prospects. Seeing as the Cubs don't have any major catcher/bullpen prospects, that would fit in what I would call a "decent" prospect, like Wellington Castillo and/or Rafael Dolis. If there's any truth to this rumor, I wouldn't mind doing either for Epstein.

I guess Olney was on Mike & Mike this morning and basically said that the Red Sox won't stand in Epstein's way, the Cubs aren't balking at 'demands', and that the only obstacle is the offer. I didn't hear this for myself, but if it's true, it could be a good sign that something will happen soon. Hopefully there's a resolution within the week. I'm growing tired of checking twitter all day waiting for news on the situation.
