Though I'm not too familiar with Baylor's past works, last year certainly seems to be an indicator he's not a very good hitting coach.
Seattle had a good bit of hitting talent (Sexson, Beltre, Ibanez, Jeremy Reed, Suzuki) and they ended up with the 3rd worst SLG and the worst OBP in the majors.
Maybe not all of that is Baylor's fault, but certainly some of it, and those are just pathetic numbers for an offense to put up with so much talent there.
